Falling international prices have helped lower Haiti’s inflation, but base money growth has continued to be higher than targeted in the program. The paper discusses Haiti’s Annual Progress Report on Implementation of the Poverty Reduction Strategy Paper. In the area of economic governance, recent advances have been made to increase transparency and efficiency in the use of public resources and external assistance. These include changes in the legal framework for budget formulation and execution, the setting up of critical institutions and agencies, and efforts to disseminate basic information.

This joint staff advisory note (JSAN) reviews the first progress report (PR) of the poverty reduction strategy paper (PRSP) prepared by the Government of Haiti. The overall strategic priorities are structured around three pillars: (i) enhancing human development, with a focus on improving delivery of basic services; (ii) improving security and the justice system; and (iii) promoting vectors of growth through agriculture and rural development, tourism, and infrastructure. The Document de Strategie Nationale pour la Croissance et la Reduction de la Pauvrete (DSNCRP) also emphasizes the importance of a stable macroeconomic framework and sound management of public resources. In April 2008, Haiti experienced riots over rising food and fuel prices which prompted the resignation of the Prime Minister and led to a five-month political stalemate that severely constrained government operations, including the approval of key economic legislation and the FY2009 budget. Subsequently Haiti was also hit by four back-to back hurricanes and tropical storms in August-September, which have caused extensive food shortages with 60 percent of the fall harvest destroyed. Distribution networks, transportation, and housing were badly destroyed and damage to infrastructure is estimated at about 15 percent of gross domestic product (GDP). Twelve-month inflation peaked at 19.8 percent in September 2008, up from 7.9 percent a year earlier, but declined to 10.1 percent by end- December and to 1 percent by end-March 2009, owing to rapidly falling international food and fuel prices. After some small depreciation earlier in the year, the real effective exchange rate appreciated by about 5 percent during the last quarter of FY 2008, while the Gourde remained broadly stable against the U.S. dollar. Overall performance against Poverty Reduction and Growth Facility (PRGF) program targets at end-September 2008 was generally satisfa.

In this book, some of the world's leading Latin Americanists explore the ways in which the region has reengaged globalization. Among the timely questions are: What is the relationship of China and India with Latin America? Has increased international political cooperation among Latin nations changed their foreign policy toward other regions and on specific issue areas? How have the different "Lefts," as exemplified by the governments of Venezuela's Hugo Chávez and Brazil's Lula shaped the region? What is the outlook of new entities such as the South American Union of Nations, and how have older entities such as the Organization of American States fared? With a new U.S. administration shifting gears in foreign policy and a global financial crisis leading many to question the future of capitalism, Latin America is especially well positioned to make the most of the resulting international upheaval. This book provides a sharp, up-to-date analysis of the new sources of political power and allegiances in the region today. "This is an ambitious and important volume. It brings together a group of the hemisphere's best analysts and thinkers to explain how profoundly Latin America has changed in recent years, and what those changes mean for the people and politics of the region and for its relations with the U.S. and the rest of the world."--Peter Hakim, president, Inter-American Dialogue

This book summarizes the key findings and policy recommendations of a comprehensive diagnosis of a Public Expenditure Management and Financial Accountability Review (PEMFAR). The PEMFAR is an exercise which integrates the analysis of a Public Expenditure Review, a Country Financial Accountability Assessment, and a Country Procurement Assessment Report. The analysis focuses on the linkages between public finance, growth, and poverty. Over the past years, Haiti has made good progress in reforming its public financial management system. However, significant challenges remain to improve efficiency, transparency, and accountability. Moreover, the growth-poverty response of the improved system has been limited. Haiti remains one the poorest countries in the world. Accelerating growth and reducing poverty will require bold policy actions with a strong emphasis on fiscal reforms. However, even with the best fiscal reforms, it is unlikely that Haiti will achieve in the near future the high growth rates required to significantly move the country out of the poverty trap. More foreign aid and predictable flows are needed to support economic growth and help overcome some of the vicious dynamic circles that lock Haiti in a low growth/high poverty equilibrium, and improve living standards. In this context, effective management of aid flows is crucial to ensure that their potential growth-enhancing, poverty-reducing, and human development-improving effects materialize.
